Integrated Polytechnic Regional College Kigali (IPRC-Kigali) Creative Arts Department

IPRC Kigali, as a higher learning institution, is offering training in Fashion Apparel Design (FAD) in order to provide the labour market with professional fashion designers who will guide the Fashion Design industry to better days. IPRC Kigali is also offering training in Film Making and TV Productions in order to provide the labor market with professional technicians in the industry.

Description of the Creative Arts Department

The department of Creative Arts started in the academic year. It is composed of the following three (3) programs:

Fashion Design

Film Making and TV Productions

Graphic Design and Animations

The objective of this department is to upgrade the level of talented young people in areas related to the above-stated programs.

The following are the descriptions of each of the programs that compose the Department of Creative Arts.

1. Fashion Design Program (FAD)

Rwanda is a budding economy with a nascent fashion industry that has experienced enormous growth over the last decade. During the elaboration of The National Strategy for Transformation (NST 1), the creation of 1, 500, 000 jobs, by 2024, was stipulated. In this context, the government of Rwanda through the Ministry of Finance and Economic Planning identified high-priority sectors with potential for employment creation.

One of the identified sectors is Fashion Design and Garment Manufacturing Sector. However, Rwanda’s textile and clothing sector has only contributed 0.4% to the country’s GDP due to the lack of professional skills in the Fashion Design industry.

In fact, the garment manufacturing has ramped up since Pink Mango C&D Garments the largest manufacturer with 1.500 workers (and still growing) was set up in line with the international trend to utilize a 1.000 worker-plus factory to adapt to the Made in Rwanda policy as exporting can only be undertaken by companies with more than 300 workers with the requisite production capacity (NIRDA Textile and Value Chain Report, 2017).

Besides, the textile and apparel industry is fast-moving and quite demanding. Thus, fashion buyers across the world are accustomed to global trade and smart in finding suppliers who meet their specific needs and expectations. The most important factors they look at when choosing new sourcing locations or suppliers are delivery speed, price, and quality. To put emphasis on quality, it is directly affected by the level of knowledge, skills, and attitudes.

In this context, IPRC Kigali, as a higher learning institution, is offering training in Fashion Apparel Design (FAD) in order to provide the labour market with professional fashion designers who will guide the Fashion Design industry to better days.

Eligible candidates to enroll in Fashion Design (FAD)

Training in the Program of Fashion Design is offered following the Rwanda TVET Qualification Frameworks (RTQF). This framework scales TVET qualifications from level 1 to level 7. So far, training is limited at Level 6, which takes two academic years, and Level 7 which takes one academic year. Eligible candidates should fulfil the following requirements:

Requirements at level 6

Candidates should pass the Fashion Design-related entrance test to prove that they are passionate with Fashion Design. To be eligible to the test, candidates are required to hold an advanced Level Certificate (A’ Level), with two Principal Passes, in any combination of general education or in the trades of Tailoring or Graphic Arts.

Any other equivalent qualification obtained from a recognized institution can also be considered to assure eligibility to the entrance test.

Requirements at level 7

A TVET Diploma in Fashion Design.

Any other equivalent qualification obtained from recognized institutions.

Awards given by Fashion Design Department (FAD)

Graduates are awarded a TVET Diploma in Fashion Design at Level 6 and an Advanced TVET Diploma in Fashion Design at Level 7.

Individuals who enroll in this program are equipped with competencies that are essential for social and economic transformation, empowerment, upliftment within the fashion and clothing industry, and the improvement of garment quality.

2. Film Making and TV Productions (FTV)

The GoR and the private sector have proven the significance of ICT as a capital pillar of development. The creation of the Ministry of ICT and its affiliated institutions (NCST, RISA), RURA (ICT Media Regulation) and RDB (ICT Innovation Center) are indications that Digital Media is the lead rail of Information Management.

As rendering TASs (Transform Africa Summits) and similar summits, the GoR is backing everyone to tell stories via digital technology. As per NST1, the GoR is investing in boosting human capital by introducing TVET courses and other higher academic programs as a response to a highly needed critical mass of qualified technicians and professionals.

In this context, IPRC Kigali, as a higher learning institution, is offering training in Film Making and TV Productions in order to provide the labor market with professional technicians in the industry.

Eligible candidates to enroll in the program of Film Making and TV Productions

Training in the program of Film Making and TV Productions is offered following the Rwanda TVET Qualification Frameworks (RTQF). This framework scales TVET qualifications from level 1 to level 7. So far, training is limited at Level 6, which takes two academic years, and Level 7 which takes one academic year. Eligible candidates should fulfill the following requirements:

Requirements at level 6

Candidates may enter this qualification after achieving RTQF/RTQF Level 5 TVET Certificate in Multimedia or Sciences or holding any other related qualifications.

Requirements at level 7

A TVET Diploma in Film Making and TV Productions.

Any other equivalent qualification obtained from recognized institutions.

Awards given in the program of Film Making and TV Productions

Graduates are awarded a TVET Diploma in Film Making and TV Productions at Level 6 and an Advanced TVET Diploma in Film Making and TV Productions at Level 7.

Possible Job Opportunities

This qualification benefits people who are passionate about Digital Video production to obtain formal international recognition and enhance career progression.

The competencies contained in this qualification are essential for social and economic transformation, empowerment, and upliftment within the Film making environment, whilst simultaneously improving the skills base of the country.
